ABC’s JUGAR (Joint Use Generating Activity and Recreation) project is highlighted as a model program in a recent California Forward report titled, "Making California Work Again:  Restructuring State-Local Relationships." The report calls for Smart Government -- governments at state and local levels working together to provide cost-effective services in education, health, human services and public safety.
