and it is at the heart and soul of school improvement efforts. Yet, not until recently have the Los Angeles Unified
School District (LAUSD) and the United Teachers of Los Angeles (UTLA) agreed to consider moving toward a system
that consistently measures teacher competencies - largely as a result of a series of articles recently published in
the Los Angeles Times titled: “Grading the Teachers.”
